I thought the same thing, to the point where I wonder whether this was a matter of 'we might be able to reach further with the 47, but we can't see further than 4,000 meters in the harbors and bays in which our small vessels operate'.
That could be, but the elevation of the gun and the elevation of the target on water (lets say 1 meter) would allow them to see beyond 4,000m. So it could be just a swag based on their estimate of max effective range vice max range.
