My overall take; these small bands are fine and in line with normal history.
As nation states consume much larger resources in exchange for much larger casualties for stalemated trench or urban warfare AND DRAMA;
Up the Warlords and the Warriors.
Up the Mercs and Pirates, down with governments and democracies.
