With respect to Feldwebel-Leutnants, I know that in the German Army of the WW II era, Infantry unit strength authorization tables prescribed that one platoon leader in each company was an NCO, usually an Unterfeldwebel or Feldwebel. Do you know at what point the Heer made that change?
I've not run into any documents that mandate such a change or announcements that describe it. However, comparing the establishments for infantry companies from 1941 to those for infantry companies from 1943 shows that while all platoon leaders in the former were listed as officers, two out of three platoon leaders in the latter were supposed to be NCOs.
